Neil Silberman is coordinator of projects and policy initiatives in the Centre for Heritage and Society of the University of Massachusetts- Amherst (USA), and one of his founders. He is also professor of the Department of Anthropology of that university and president of the ICOMOS International Scientific Committee on Interpretation and Presentation. Besides, he is editor and co-editor of several reviews such as Oxford Companion to Archaeology or Heritage and Society. Neil Silberman es actualmente coordinador de proyectos e iniciativas políticas del Centro para el Patrimonio y la Sociedad de la University of Massachusetts-Amherst (EEUU), y uno de los fundadores del mismo. Es también profesor del Departamento de Antropología de la citada universidad y presidente del Comité científico Internacional sobre Interpretación y Presentación del ICOMOS. Bamiyan Buddhas exploding... It was March 2001 if I recall well. First time I heard about the Buddhas, first time I heard about the Talibans. I was a young high school student about to go to university... I never expected I was going to write about this today. In a matter of months, we heard about Al-Qaeda and the war on terror came. Three years later, a strike in university saved some friends from this terror in Madrid. In 2007 I walked by the scars of this same terror in London, right next to the Institute of Archaeology. Time passed, the war is still there, and now we hear about ISIS and lonely jihadists. Yesterday, two of them killed 12 people in Paris, only because their satirical magazine offended their beliefs. Today, rage is again in the streets, also in France. Muslims are targeted as a threat and people look around scared. Bamiyan was inscribed in the World Heritage List (directly in danger) in 2003. In 2010, the regional government of Oromia (Ethiopia) contracted me to try solve a pollution problem in Attebela river, next to Melka Kunture. I thought it was a challenging job and it soon started one of my action lines: archaeology as excuse. Why? Back then the Ethiopian government wanted to include the site in the tentative list for WH, but pollution in the river was a problem for the nomination file. The site was amazing, with a great potential, institutionalized and musealized. But was it well managed? While I was there, we started to conduct a small evaluation with visitors. The outstanding universal values of World Heritage, and above all authenticity, have been quite challenged in recent years. The people’s perception studies developed for our research in some WH cities show a very instrumental vision of what being World Heritage means: it is related to site cleanings, tourism wealth, accessibility, but not so much to the cultural, historical, aesthetic and artistic values... That is, a very traditional approach on perception continues to exist in relation to WH properties; they are lived and visited ignoring or reinterpreting the reasons for which UNESCO considered them World Heritage and we would rather like to find a different approach. Neither the tourist experience nor the studies published seem satisfactory on many occasions. To our mind, a high percentage of conflicts are related to this lack of knowledge about what people think, feel or consider regarding Heritage within the specialized world. Los valores universales excepcionales del Patrimonio Mundial, y sobre todo la autenticidad, han sido muy cuestionados en los últimos años. Los estudios de percepción de habitantes que hemos hecho desde nuestro equipo de investigación en algunas ciudades PM muestran una visión muy instrumental de lo que significa ser Patrimonio Mundial, vinculado a la limpieza, el enriquecimiento turístico, la accesibilidad, pero no tanto a los valores culturales o históricos, en todo caso a estéticos y artísticos… es decir, continua existiendo una visión muy tradicional de estos bienes, se viven y visitan de otra forma a como a veces nos gustaría, obviando o reinterpretando las razones por las que la UNESCO los consideró Patrimonio Mundial. Tampoco la experiencia turística y los estudios que se publican sobre ella parecen satisfactorios en muchas ocasiones.
